Deflated balloon has lower mass compared to the inflated balloon. This simply means that gas has mass and the more the gas is inside the balloon, the more it is massive.
Inflated balloon has more gas particle compared to deflated balloon and the result would show that inflated balloon also has more mass compared to the deflated balloon. Some people just confused that inflated balloon will float in the air compared to deflated balloon and they think that deflated balloon is more massive than the inflated one. The reason why it float is because of air resistance. The inflated balloon float because it has more gas particle on it and increases the air resistance as it bumps the air particle.
