Our government is doing their very best to find ways to prevent the spread of this illness. However, theirs a lot of problems that barricade their goals and one of those problems are the citizens. A lot of them are violating the rules but it doesn't mean that their are all bad because some of them can't stay in their household seeing their family suffer from hunger. Thats why, I believe that the government should address the people first.
