A typhoon - is a rotating storm similar to a hurricane. A flood - us simply excess water that cannot be carried away by a river system - and can be caused by various events.
It is called a typhoon if it is formed in the Pacific Ocean, it would be called a hurricane or cyclone if it formed in the Atlantic or Indian Ocean respectively. A flood usually occurs as an effect of heavy rainfall, in which a typhoon can cause.
