You asked who should decide on curriculum. As it turns out in the education business, there are as many different definitions for Curriculum as there are types of Chili. Ultimately it is the Learner’s responsibility to decide which curriculum to follow. When the Learner is a young Learner, it is the parent’s responsibility to select from the list of options. When the latter happens, everything works out much better. When the parents abdicate responsibility and just send the kid to school believing that it is the school’s responsibility, the school must act as the parent and help the young Learner make the best decisions possible. What I am saying here is that every young Learner needs good guidance and it is the responsibility of the parents but the school has to be ready.
